I've been trying to figure out what constitutes a Safety Check – Lights, Helmet, Belts, Seats, Extinguishers (and Apparel for state level and above)
Went online to have a look at the CAMS Manual and looked here
http://www.camsmanual.com.au/road.asp in the .pdf file that mentions Scrutineering for Rally Cars.
At the bottom, it lists all the things that will be subject to
scrutineering, but I can't find any mention of what items are subject to a specific
safety check.
I called CAMS, just to see if this was something that had its own separate form/checklist, but the person I spoke to suggested I speak to my NSWRAP Chairman (Hi Ian!) to find out.
So this then got me thinking about why I as referred to Ian, as I would have thought that this is something that CAMS should sanction, in the same way that they do with scrutiny. I would have thought that items subject to a safety check would be highlighted on the scrutineering list, or that there would be some kind of tick box type form with which to safety check a car, but there isn’t….
Which then led me to start thinking about the basis of the Safety Check in the first place.... where was this started? how did it come about, and more importantly why?
If this has no apparent basis in the Manual, then what basis does it have? Especially given that all items that are to be checked are mentioned on the Scrutineering form (Including licenses). Is this something that exists in unpublished CAMS policy?
If there is no finite list of items that are subject to a safety check, then where does scrutiny end and safety check begin? Are we simply re-scrutineering a car for the purposes of being able to say that the event nominated scrutineer has physically inspected ALL the competing cars? if this is the case, then why have regional scrutiny at all if the responsibility for scrutineering comes down to one person? and where a safety check is specified, if an item ‘fails’ on a car, how is one to know whether that item was subject to a safety check or not?
Hmmm.... maybe I haven't had enough coffee, or perhaps it's those pseudoephidrine-rich cold and flu pills kicking in, but I can’t help but wonder why the safety check is necessary if the items to checked aren’t specified….
