My understanding is that they are still seeing if any tyre manufacturers are interested in any type of tyre deal for the ARC.
Without knowing what is on offer to the series and competitors how can you say the focus is wrong?

This may include prizemoney for competitors, or a factory drive etc.
"2 Reduce the cost & quantity of tyres being privately transported by competitors, (delivering safety improvements for both competitor’s teams and the public);"
This could be read as making tyres and transport cheaper or just removing the transport costs.
Having everyone on the same rubber should help even up the competition,(not that I agree with trying to acheive parity with the rulebook, the performance difference of vehicles should be inspiration for the manufacturers to make better race cars)
