I have used ACT Rally rego at AMSAG events. Easy peasy. AAA+++ will buy again. Southern Mountains, followed by Oberon it seems.

I have always been a bit confused about this. My Excel has NSW rally rego which would suggest that because it is a creature of the CAMS world there are two parallel universes with no passage between the two. Surely that can't be right??

Unfortunately it is right. If you have NSW Conditional Rally Rego, you're limited to CAMS events (where rego is required). The RTA ruling is that you can't get a UVP on a car that has current rally rego (even though it's actually a permit system), so you can't go that way either.
RTA have advised that they would be open to approaches from other sanctioning bodies, however it doesn't look like either AMSAG or AASA have stepped up to the plate. It would be a coup for either group to get the NSW rules changed.

I dont know how true that is. I ran Bathurst Amsag in the TR with Rally rego. I was at the RTA 7 minutes to get a UVP for the weekend. I showed them the rego papers and explained the situation in full. No dramas!!!
If the car is unregistered unless on a cams event{ which is not quite true} then it is unregistered and therefore eligable for an unregistered vehicle permit.

Its my understanding that the " new " conditional rego system for Rally cars in NSW will not be limited to any particular " Insurance body" 
don't bother asking me I have no other information than that at this stage
