Realistically, that sort of "repair" treatment ( which all control officials should do as a matter of course in all events, IMHO ..... I always do) is just cosmetic - it doesn't actually fix the trenches/ruts in the road surface in most cases, because you can't compact it enough.
With big fields, the potential for damage to the road surface at start controls
is a real issue in some places
(speaking with my forester hat on here !). If by taking simple steps to reduce road damage - or even the perception of it - we can keep the road owners on side and get/keep access to roads we wouldn't otherwise be able to use, then it's a small price to pay I reckon.
Do you really gain a significant amount of stage time by giving the car a gazillion revs then dropping the clutch anyway ?
The "no wheelspin" provision is pretty much standard in all the HRA's events in recent years .... no one in the club seems to have much of a problem with it. Bottom line - if people think it is unfair/unreasonable, then they don't have to enter
(which is what a couple of crews did in the 2001 event as a "matter of principle" when this stipulation was made by the organisers).
