There was a bit of discussion about this after Narooma on the NSW rally egroup but I don't think anything came of it.
I don't think it should be limited to clubs however as there a lot of officials up to and including grade 2 that are not in any car clubs that I personally know, including myself and most of the mullets, both the cuircuit guys (up to grade 1 )and the rally guys at least 3 grade 2's
