Any gear you want. Despite lots of talk to the contary, the differences in dyno power readings are very minor in any gear.
The myth was partially created because (typically) lower diff ratios are less efficent (more power wasted in heat and noise) which people incorrectly extrapolated to relate to gearboxes.
Power is measured in HP or kW, just the same as distances are measured in feet or metres.
The tractive effort WILL change enormously depending on the gear the car is in, but it's a mostly useless number - the shape of the tractive effort curve is what matters (it is, effectively, the torque curve without useful units).
