Well, to help you along there, the first time I tried rally tyres, they were second handies that I paid $30 a pop for. (ie pretty worn). On gravel, the difference between road tyres and rally tyres was astounding!
Then one day I lashed out and bought new rally tyres. The difference between new and old rally tyres was as big again, as the jump from roadies to rally tyres.
What I'm saying is that, yes, they make a huge difference, and yes, new ones are a lot better than old ones. (although the new ones tend to lose the edge quicker than old ones)
You won't be disappointed, so don't be afraid of spending a few extra $$ on newish tyres.
