Either a Rover, or one of those Japanese luxury-car-copy things, I think they do one based on a Corolla or something? I can't remember the company name for the life of me either.
The numberplate's the right size for Japan, so I'm going with that.

Would be good for a few laughs.  There's a few companys doing this sort of thing, James May actually did a road test in the latest season (season 11 episode 6) in a Mitsuoka (not sure on spelling), which is similar except they made a whole car from scratch instead of adapting another, it looks like a mini Rolls, but uglier. They made a ugly-as supercar with a Toyota V6 too. The strange thing is, both cars are actually kinda cool.
